SICAP is the new Social Inclusion and Community Activation Programme. It aims to tackle poverty, social exclusion and long-term unemployment through local engagement and partnership between disadvantaged individuals, community organisations and public sector agencies.

It was rolled out on 1st April 2015 and will run until December 2017. It is the successor programme to the outgoing Local and Community Development Programme (LCDP).

It is a national programme and following a public procurement process, contracts for the implementation of the new programme have been awarded. The Kilkenny Local Community Development Committee have an oversight an monitoring role for the SICAP Programme in Kilkenny . County Kilkenny LEADER Partnership were the successful tenders in 2014 and hold the contract to deliver the programme up until 2017.

Kilkenny LCDC have set up a SICAP Monitoring Sub-group to oversee the implementation of the programme locally. The subgroup is made up of the kilkenny Public Participation Network’s (PPN) Social Inclusion representatives on the LCDC , The Family Resource Centre representative and the Department of Social Protection nominated representative.
This group meets regularly to undertake a midterm review, an end of year review and to oversee the planning for the following year and reports to the LCDC.
